Bill was born on Sunday, August 4, 1940, to parents Matilda G. (Garbade) and William Levi O’Quinn, Sr., in Pritchardville, South Carolina.  In March 1958, Bill courageously enlisted into the United States Air Force and served honorably until he was discharged from active duty, in March 1966.  Following Bill’s military service, Bill began working in construction as a pipefitter and in the 1970’s he followed work to Orange, Texas.  Bill and his loving wife of 39 years, Carolyn (Waller), remained in Orange, Texas, and raised their beautiful family together.  Bill was a God loving man who would do everything he could to deliver the word of God to the people.  For 16 years, Bill worked in ministry that included street ministry, where he would go into the streets and bring to God’s word to the people, and transportation ministry.  Three years into his ministry, Bill began Leap of Faith Ministry in Mauriceville, Texas, and for 13 years, until his passing, faithfully continued to deliver the word of God.  Bill was a loving man who did all he could to take care of his family and enjoyed being home for a wonderful home cooked meal.  He was a husband, father, brother, grandfather, great-grandfather, and friend, who will be missed by all who knew him.
